At the mosque I sometimes notice that some people use more that one turbah whilst praying, placing one above the other (not on top of, just slightly above as in further away). I was wondering why this is done?

It's so that your nose touches the turbah too (which is recommended).

Imam Ali (عليه سلام) said: Pitiable is the son of Adam! His death is hidden [from him], his illnesses are invisible and his actions are recorded. A mosquito causes him pain, a gasp can kill him and [a little] sweat makes him stink.

As far as your aware, would your prayer remain valid if your nose touches the prayer mat then or like you say is it simple just recommended?

7-24 (The compiler of the book narrated) that his father - may God be pleased with him - narrated that Ali ibn Ibrahim ibn Hashim quoted his father, on the authority of Himad, on the authority of Zurarah that Abi Ja’far al-Baqir (MGB) said, “You perform the prostration on seven bones: the forehead; the palms of the hands; the ends of the knees; the big toes of the feet; and the tip of the nose. The first seven is a must but touching the tip of the nose to the ground during prostration is just recommendable.”
