These jihadists are also a big headache for Pakistan. In fact, far more more civilians have been killed in Pakistan than in India and the whole of the West put together. So it's not like Pakistani establishment has them under total control and can unleash them on neighbours any time they want. This could be justifiably said before the US invasion of Afghanistan but not anymore. Jihadists have now split up, creating new groups with new list of enemies that includes Pakistan. Many other groups are not under the control of ISI.
India would be stupid to wage a war with this situation in mind. Although there was much talk of "surgical strikes" in Pakistan (emulating the US) but Pakistan isn't exactly Somalia or Afghanistan. The retribution would be severe and brutal and might lead to nuclear war.
That being said, Pakistan isn't really doing much to restrain anti-India militant groups based in Pakistan - so long as they don't start bombing inside the country. Although they are under nominal ban, they continue to operate behind the scenes with new names. If Pakistan was serious it could put that devil's minion Hafiz Saeed and his cronies on trial.
