Sallam Alykum,

what does one say when seeing someone else with something nice as to not jinx them or whatever? Do you say "mashAllah" or something else?

I usually say MashaAllah la hawla wa la quoata ila billah.

ما شاء الله ولا حول ولا قوة الا بالله

Yes say mashAllah and according to one Hadith also pray that Allah (swt) increases my momin Brother's sustenance & blessings even more and also increases my sustenance too.

If someone doesn't say these things is it considered envy or jealousy?

That may depend on your niyat. However, why not say? Allah has granted them that "nice something" so just say MashaAllah!
