In English, the word "standard" has various meanings. In the above quote, standard is a flag. The quote will read like this: "...Every flag that is raised prior to..." Some extra information (from common sense and logic). You are free to challenge my logic

. The flag is not about the Qa'im. It is about religious ideas from Holy Quran made visible on the flag. Those who follow the flag are following the Holy Quran and Islam.
