At the very least it means anyone who rises up in revolution to claim Caliphate and rule is a taghut. The meaning can be extended further to mean all rulers, but it might be better to take a minimalistic interpretation.
This is the quote... "He said: Every standard that is raised prior to the rising of the Qa’im عليه السلام, then its owner is a taghut being worshipped apart from Allah عزّ وجلّ"

In English, the word "standard" has various meanings. In the above quote, standard is a flag. The quote will read like this: "...Every flag that is raised prior to..." Some extra information (from common sense and logic). You are free to challenge my logic   . The flag is not about the Qa'im. It is about religious ideas from Holy Quran made visible on the flag. Those who follow the flag are following the Holy Quran and Islam.

Salaam, you said that you have gathered about 200 pages of Ahadeeth concerning al-Mahdi. Brother, can you make it as a Word or Pdf file and provide us with a download link to it. If it is possible insh'Allah, do it please. I really want to know more about him.

Not all of those pages have been graded, and only the reliable traditions have been translated. So, much of the document is ungraded and untranslated material. I won't be releasing the master file unless and until everything has been done.

But, I can show you the released information and some of the sources (Arabic and English).

All of the reliable material has been translated into English here: http://www.tashayyu....s/qiyam-al-qaim <- Check the link again next week for updates.
A chunk of Tusi's Ghayba has been graded and translated here: http://www.shiachat....adiths-english/
Translation of Bihar al-Anwar's "Book of Occultation" (ungraded) here: http://www.maaref-fo...ation/index.htm

And keep your eye on the following threads:

al-Qa'im (as) in the Qur'an: http://www.shiachat....m-in-the-quran/
Qiyamul Qa'im thread (includes interpretations): http://www.shiachat....s-on-the-mahdi/

Muhammad al-Baqir said: On the Day of Resurrection, a pavilion of fire will be made in which the supporters of the oppressors will be put, and nails of iron will be made for them scratching with it beginning with their hearts. So they will say: Our Lord, did we not worship You? He said: So He will say: Yea, however you were supporters for the oppressors.

Against all secular Ba`athi tyrants - yes, that includes Bashar and his father.
