In Pakistan it is an open secret that Shahbaz Sharief and Nawaz Sharief have made an agreement or settlement with terrorist groups. The agreement is that the Punjab Government will not stop terrorists from their unlawful activities in rest of the Pakistan but the terrorists will not attack in Punjab Area of Pakistan. Due to this agreement Malik Ishaq (l.a) notorious criminal and terrorist was released who has openly said that he will continue the agenda of Lashkar e Jhangvi a terrorist group. After this many terrorist activities in other areas of Pakistan are attributed to him but still government did not take any action against him. You must have notices that there are not much terrorism in Punjab while there is huge scale of terrorism in rest of the parts of the country.
Similarly, an agreement has been made between the business class of Gujranwala a city near Lahore where Deobandi/Wahabi businessmen are in majority. They openly fund terrorist groups like Sipah e Sahaba and Lashkar e Jhangvi but their only condition is that the terrorist groups will not operate inside Gujranwala because they can not afford strikes and processions because it damages their business.
